Unable to open .CHM files from network location

When you attempt to open a compiled HTML help files (.CHM) from a network location the table of contents appears in the left frame, but the content pane shows Action Canceled. If the file is copied to the local hard drive and opened from there it functions normally. Certain Windows security patches have modified the ability to open .CHM files from a network share.

If you store numerous help files on a trusted network server, the following is an easy method to enable network .CHM access:

  1. Ensure the server which hosts the files is part of the Local Intranet security zone in Internet Explorer: Tools -> Internet Options... -> Security -> Local Intranet -> Sites. Obviously this should only be done for trusted, local servers!

  2. Using regedit verify that the following key exists, or create it if it does not: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions

  3. In the above key, create a DWORD value called MaxAllowedZone and set the value data to 1 to allow access to network files on servers in the Local Intranet zone.

See Microsoft Support Article 896054 for complete details.
