Outlook toolbar buttons do nothing when clicked

When you click buttons in the Outlook toolbar (e.g. the Send button or Find button) they do not respond. Repairing the Office installation may or may not temporarily resolve the issue.

Outlook toolbar buttons may stop working due to a corrupt outcmd.dat file. This file stores all toolbar customizations and is found in C:\Documents and Settings\username\Application Data\Microsoft\Outlook by default.

To resolve the issue, close Outlook, then rename outcmd.dat. When you start Outlook again, a default outcmd.dat will be re-created. Note that doing this will delete all toolbar customizations that you may have created. If the issue is not resolved, you can restore the renamed file to restore all toolbar customizations.
